JOB TITLE: MIS Technician I

SALARY: $15.00- $16.00 per hour DOE

This is a Classified/Full Time/Non-Exempt/Union Eligible/FLSA

DESCRIPTION:  Performs a variety of entry level, complex technical duties as needed to assure the effective and efficient operation of county information and communication systems.

MINIMUM QUALIFICATIONS:

Experience & Education:

Graduation from high school, plus, two (2) years of specialized training provided through professional workshops, seminars or on-the-job training;

AND

One (1) year of experience performing above and related duties, specific experience in hardware and software systems design and programming preferred;

OR

An equivalent combination of education and experience.

Mandatory Knowledge, Skills, Abilities and Other Qualifications:

Working knowledge of LAN topologies;  logical design, database structures; system networking procedures and typical maintenance processes; various types of inter-related equipment, specifications and compatibilities; system programming requirements and software contingencies;  various software applications (PC); training methods and procedures.

Ability to communicate effectively verbally and in writing;  establish and maintain effective working relationships with professionals, executives, department heads, and co-workers;  work independently and deal effectively with stress caused by work load and time deadlines.

Special Qualifications:

Preference in hiring shall be given for one or more technical certifications (i.e., MSCE, CNA, CNI, CNE, CISCO, etc.).

GENERAL PURPOSE

Performs a variety of entry level, complex technical duties as needed to assure the effective and efficient operation of county information and communication systems.


SUPERVISION RECEIVED

Works under the general supervision or the MIS Director or MIS Technician II. 


SUPERVISION EXERCISED

None.

ESSENTIAL FUNCTIONS

Help Desk: Receives computer related work order requests and project priorities; performs complex technical duties related to the installation and maintenance of county information systems software; assures the ongoing operation and integrity of the system; tests various software solutions.

Acts as software trouble shooter; reviews histories of software solutions; analyzes problems and determines alternatives to resolve software issues; may initiate contact with software companies and technicians on complex issues.

Performs end-user training in various software applications including word processing, database, spreadsheets, presentations, desktop publishing, etc.

Receives notification of various problems from end-users; establishes record of service needs for hardware and software issues; schedules or prioritizes service projects.

Telecommunications:  Maintains current and up-to-date telephone database files;  determines demand or file usage and facilitates ready availability for transmission between county locations;  assures file availability through database file management; sets up new telephone access, assigns numbers and extensions; initiate required programming changes as needed; performs technical duties related to running and installing cables and lines.

Monitors all telecommunications equipment, environments, and systems, including periodic systems testing, repairs and maintenance;  performs moves, adds and changes to existing phone, data processing and voice mail systems; performs general problem diagnosis; runs system cables and perform security monitoring.

Receives and resolves complaints regarding communications equipment within the system; provides primary point of contact for all telecommunication network vendors, including Quest and all toll services.

Performs other related duties as required.

4. Work Environment:

Incumbent of the position performs in a controlled office setting.  Tasks require variety of physical activities,  involving muscular strain, such as walking, standing, stooping, sitting, reaching and lifting.  Talking, hearing and seeing essential to the performance of essential functions.  Common eye, hand, finger, leg and foot dexterity also utilized in performance of daily tasks.   Mental application utilizes memory for details, emotional stability, discriminating thinking and guided problem solving.
