JOB TITLE: Building Systems Supervisor

SALARY: $14.09 - $17.14 per hour DOE

This is a Classified/Full Time /Non-Exempt

DESCRIPTION:  The purpose of this position is to perform a variety of administrative and supervisory duties related to planning, organizing, coordinating, and controlling work performed within the Taos County Administrative Complex.  Oversees the supervision of activities associated with the operations, maintenance, and housekeeping of the Taos County Administrative Complex.  Plans, oversees, coordinates the implementation of construction and capital improvement projects, and directly participates in overall facilities planning for the complex. 

MINIMUM QUALIFICATIONS:

Education & Experience:

High School Diploma or GED; and at least 5 years of experience directly related to the duties and responsibilities specified 2 years of supervisory experience.

AND

Associates Degree in Applied Technologies or related field

Mandatory Knowledge, Skills, Abilities and Other Qualifications:

Read, write, speak and comprehend the English language.

Considerable knowledge of project management principles, concepts and techniques including contract generation and implementation; construction methods and principles; automated system and mechanical systems related problem solving techniques; long range project scheduling; financial budgeting, and/or accounting and monitoring; construction management, construction methods and practices related to planning, design and operations of public facilities. 

Working knowledge of applicable state and federal regulations; HVAC Systems, Indoor Air Quality, safety and environmental regulations, ADA guidelines and requirements. 

Ability to develop and implement facility safety, security, and disaster recover programs and procedures.

Knowledge of public entity procurement processes; budgeting; county procedures, policies, and operations. 

Considerable skill in the art of diplomacy and cooperative problem solving; leadership and organizational behavior; establishing and maintaining effective working relationships with Contractors, State, Federal, and other local officials, elected officials, subordinate staff, and County residents.

Skill in the operation of PC Computer and programs, calculator, fax machine, copy machine, telephone.

Skill in the use of Microsoft Office Suite of programs.

Skill in operation of various tools and equipment.

Ability to administer a large work program; analyze a variety of financial, operational and relationship problems and make recommendations; operate personal computer in utilizing various programs to produce or compose formal documents, reports and records; prepare and present budget estimates communicate effectively, verbally and in writing; prepare and analyze comprehensive reports; maintain quality work production while dealing with deadline pressures imposed from within and without. 

Ability to prioritize, work independently, self-starter; capable of complying with and enforcing, procedural requirements with high standards and quality work.

Must possess a high level of customer service at all times.

Special Qualifications:

Electrical and mechanical licensure preferred.
 
Bilingual skills in English and the Spanish language

POSITION PURPOSE

The purpose of this position is to perform a variety of administrative and supervisory duties related to planning, organizing, coordinating, and controlling work performed within the Taos County Administrative Complex.  Oversees the supervision of activities associated with the operations, maintenance, and housekeeping of the Taos County Administrative Complex.  Plans, oversees, and coordinates the implementation of construction and capital improvement projects, and directly participates in overall facilities planning for the complex.

ESSENTIAL DUTIES, FUNCTIONS & RESPONSIBILITIES 

The following duties are not intended to serve as a comprehensive list of all duties performed by the employee in this position, only to provide a summary of the major duties and responsibilities.  Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position specific duties.

Oversees building systems to include all electrical, mechanical, heating, cooling, elevators, lighting system, parking lot lighting system and timing, doors; some of which are computer aided systems; as well as the lock and key system and the security/surveillance systems for the County Complex.

Ensures operational efficiency; ensures long term durability and financial value.  Responsible for monitoring task and project progression in accordance with project schedule and budget for work being performed within the Complex.

Plans, recommends, coordinates, and oversees or assists to perform the remodeling projects for the County Complex.  This includes designation of office space, furniture, work stations, etc.; additions to current facilities; and/or demolition of county facilities. Assists to prepare the building systems budget for review by the County Manager or designee.

Responsible for monitoring and maintaining all contracts and any repairs to building systems.

Oversees general custodial programs and projects and assures timely daily cleaning of offices, restrooms, conference rooms, chambers, etc., for the Courhouse Complex.

Oversees all facets of the daily facility and system operations of the Complex; generators, fire suppression, gated parking lot system (judicial); automated fixtures (lighting and restroom),  kitchen and break room equipment, timer management (lighting), sensor replacement, and meeting room set-up ensuring compliance with the County, state, and federal laws, policies, and regulations.

Oversees the supervision of personnel, which includes work allocation, training, promotion, enforcement of internal procedures and controls, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.

Oversees the activities of external and/or internal contract personnel; monitors and inspects work to ensure adherence to contract specifications and industry standards.

Develops or assists with the development and implementation of policies and procedures consistent with those of the organization to ensure efficient and safe operation of the complex.

Develops and implements systems and processes to establish and maintain records for the County Complex.

Evaluates preventive maintenance programs; modifies programs to increase efficiency and effectiveness.

Establishes and maintains appropriate customer services procedures and standards; interfaces with customers and resolves problems and conflicts as necessary.

Remains available to the Complex on a 24-hour, 7-day on-call basis as principal respondent to physical complex emergencies and off-standard situations, as required.

Consults and interacts with other Departments and Tenants housed within the Complex.

WORK ENVIRONMENT

Work environment: The work environment characteristics described here are representative of those an employee encounters while performing the primary functions of this job. Normal office conditions exist, and the noise level in the work environment can vary from low to moderate. Limited overnight travel may be required from time to time.

Physical demands: While performing the duties of this job the employee is regularly required to: walk, sit, use hands and fingers, reach with hands and arms, talk and hear.  Must be able to safely use manual tools and power equipment common in the construction trades.  Must be able to handle hazardous materials safely and tolerate exposure to electrical hazards as well as environmental hazards such as molds and various solvents.  Common eye, hand, finger dexterity required to perform essential job functions but may be accommodated.  Mental application utilizes memory for details, verbal instructions, emotional stability, discriminating thinking and creative problem solving.  Periodic travel required in normal course of job performance.  Capable of working overtime as needed for project support. While performing the duties of this job, the employee occasionally works in outside weather conditions.  The employee frequently works near moving mechanical parts and is occasionally exposed to wet and/or humid conditions and vibration.  The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 100 pounds. The employee occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock.  The noise level in the work environment is usually loud in the field and moderate to quiet while in an office setting.

Mental demands: There are a number of deadlines associated with this position. The employee must also multi-task and interact with a wide variety of people on various and, at times, complicated issues.
