JOB TITLE: Road Maintenance Operator I

SALARY: $12.54 per hour

Classification: Classified, Full Time, Non-Exempt, Union Eligible

DESCRIPTION: Performs working level skilled tasks in the operation and maintenance of light to heavy duty equipment as needed
To construct, maintain or repair county roads, bridges culverts and flood channels.


MINIMUM QUALIFICATIONS:

 
1. Education:

Sufficient education and training to demonstrate an aptitude or ability to perform above and related duties

AND

2. Experience:

Three (3) years of experience in operation and maintenance of medium and heavy sized equipment   

                          
OR

An equivalent combination of education and experience.

 

Mandatory Knowledge,Skills, Abilities and Other Qualifications:

Working knowledge of various light to heavy equipment; hazards and safety precautions related to construction and equipment operation; traffic laws, ordinances, and regulations; construction methods and procedures typical to county service systems; equipment parts and preventive maintenance for the same. 

Skill in the operation of heavy mechanized equipment as required by the position, i.e., Roller, Sweeper, 10-Wheel Dump, Loader, Belly Dump, Track Loader, Cat/Dozer, Road Grader, Sanders, Water Truck, etc.,

Ability to follow OSHA regulations related to hazardous conditions; operate simple to complex heavy duty equipment; operate heavy equipment in various conditions; perform manual tasks for sustained periods of time; perform minor equipment maintenance and repair; follow written and verbal instructions; read and understand prints and plans; communicate effectively, verbally and in writing; ability to establish and maintain effective working relationships with fellow employees, the public and supervisors.

 

Special Qualifications

Must possess a valid “Class B” New Mexico Commercial Driver’s License (CDL).

Must be able to pass ICC physical and maintain medical certificate.

Must be flagging certified.

Must be able to comply with applicable county and departmental policies and safety standards.

GENERAL PURPOSE

Performs working level skilled tasks in the operation and maintenance of light to heavy duty equipment as needed to construct, maintain or repair county roads, bridges, culverts and flood channels.


SUPERVISION RECEIVED

Works under the general supervision of the Road Foreman or Road Maintenance Operator II.


SUPERVISION EXERCISED

May provide close supervision to less experienced Laborer(s) while in training or on a project-by-project basis.


ESSENTIAL FUNCTIONS

Operates specialized heavy equipment such as road grader, dozer, and medium equipment such as backhoe, front-end loader, belly-dump, water wagon, roller, transports, salt spreader, dump truck, “brush hog weed cutter” and other similar equipment in the maintenance, construction and repair of county road system, i.e. culverts, bridges, etc; clears flood control channels to prevent blockage, clears culverts of debris; repairs pot holes, highway shoulders, lays road cover and gravel; performs show removal as needed.

Operates trucks, dump trucks and pups, snow plow and salt spreader in hauling, plowing and cleaning streets and highways; repairs and replaces highway markers and road signs; operates mower to clear and manage weed growth; controls tree growth in the right-of-ways; operates dozer as needed to control fires by pushing fire breaks; operates chain saw to perform bush and tree trimming.

Follows signing programs in compliance with the Manual on Uniform Traffic Control Devices (MUTCD) and other applicable standards; erects construction and work zone signing, i.e., barricades, flashing lights, etc.;  as a crew member, installs and maintains various road signs; performs as a worksite flagger as needed.

Checks and services assigned equipment; performs routine maintenance and emergency repairs; reports mechanical problems to the shop for repair; operates a variety of hand and power tools in performing general maintenance of vehicles and equipment; may assist in the fabrication of equipment parts.

May serve as lead worker on a limited basis over an assigned crew for the completion of an assigned project such as repairing a street or maintaining a flood control channel.

Performs duties with due regard for personal safety, that of other employees and the public; performs as a flagger when assigned to assure safety while working on highways.

Performs general maintenance duties such as fence mending, yard upkeep, power washing and equipment cleaning, etc.; may perform basic welding and light mechanic work.

Performs other duties ( including general labor ) as required.

4. Work Environment:

Tasks require variety of physical activities, generally involving muscular strain, such as walking, standing, stooping, sitting, reaching, and lifting.  Aspects of the work require talking, hearing and seeing. Periodic lifting required to perform daily tasks, up to 50 pounds.  Common eye, hand, finger, leg and foot dexterity exist.  Mental application utilizes memory for details, verbal instructions, emotional stability, discriminating thinking and some guided problem solving.  Continuous travel in automobile or heavy equipment required in job performance. Daily exposure dust, noise, chemicals and to changing weather extremes and seasonal conditions.
