JOB TITLE: Plans Examiner/Inspector

SALARY: $13.55 per hour 

This is a Classified/Full Time/Union Eligible/FLSA Non-Exempt

DESCRIPTION:  

Performs a variety of entry level para-professional and technical dutiesas needed to assure compliance with county, state, and international building and energy conservation codes and such county ordinances as assigned. Assists the public in the preparation of applications such as, but not limited to, zoning clearance, building permit and planning permits and may perform inspections on residential, commercial and industrial buildings and performs code compliance, as requested, including site inspections for compliance with the zoning clearance application.

MINIMUM QUALIFICATIONS: 

Education & Experience

Two (2) years of directly related experience; and  

One (1) year of specialized training provided through in-service professional workshops, technical college or university studies, in related field  

OR

an equivalent combination of education and experience that can be clearly demonstrated

Mandatory Knowledge, Skills, Abilities and Other Qualifications:

Read, write, speak and comprehend the English language.

Knowledge of construction methods and materials as well as construction and architectural design methods common to commercial, industrial and residential construction projects; basic engineering standards and codes; legal and governmental processes affecting various building programs and project management; current state and county building and energy conservation codes; modern construction methods, practices, materials, tools and equipment; basic drafting techniques, blue prints and related specifications;  interpersonal communication skills.

Skill in the art of diplomacy and cooperative problem solving.

Ability to interpret codes accurately and effectively; analyze permanent structures to determine conformity of established codes; communicate effectively verbally and in writing; read and interpret plans and specifications; visualize completed projects in planning stages and estimate the end results; perform advanced mathematical calculations, including load bearing tolerances and requirements, stress and energy calculations;  develop and maintain effective working relationships with elected officials, federal agencies, state agencies, local governments, subordinates, and the public.

 Bilingual skills in English and the Spanish language

Must pass the examination for Residential Building Inspector and Commercial Building Inspector from the International Code Council (ICC) within one (1) year.

POSITION PURPOSE 

Performs a variety of entry level para-professional and technical duties as needed to assure compliance with county, state, and international building and energy conservation codes and such county ordinances as assigned.  Assists the public in the preparation of applications  such as, but not limited to, zoning clearance,  building permit and planning permits and may perform inspections on residential, commercial and industrial buildings and performs code compliance , as requested, including site inspections for compliance with the zoning clearance application

 

ESSENTIAL DUTIES, FUNCTIONS & RESPONSIBILITIES  

The following duties are not intended to serve as a comprehensive list of all duties performed by the employee in this position, only to provide a summary of the major duties and responsibilities.  Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position specific duties.

Plan Review: Assists, receives and examines zoning clearance applications for compliance with the Taos County Land Use Regulations, Subdivision Regulations, Floodplain Ordinance and Rural Addressing Ordinance; building permit application, and building plans for compliance with county,  state and International Building Codes (IBC) as to construction, building type, occupancy, fire protection and location of lot; verifies plans to conform to county ordinances; refers plans to other agencies for further review, as necessary; Confirms that a Zoning, Floodplain, Wildland Urban Interface (WUI) Area, Wetlands Area, and Rural Addressing review has been performed by the County Planning Department and/or appropriate county, state, or federal entity. Responds to complaints of potential code violations relating to signing, building occupancy, nuisances,  housing conditions, construction, enforces local codes and applicable state statutes, land use, zoning, , , dumping, clearing, grading, filling,  or other code related matters; issues stop-work orders related to  excavating and road work violations; researches problems and complaints regarding commercial and residential buildings, building construction and code compliance, land use, subdivisions and ordinances; determines nature of the allegation and apprises callers of possible investigation schedule; assists in the resolution of complex and sensitive customer service issues, either personally, by telephone or in writing maintains records and documents of customer service issues and resolutions.

Plan Review: Assists, receives and examines zoning clearance applications for compliance with the Taos County Land Use Regulations, Subdivision Regulations, Floodplain Ordinance and Rural Addressing Ordinance; building permit application, and building plans for compliance with county,  state and International Building Codes (IBC) as to construction, building type, occupancy, fire protection and location of lot; verifies plans to conform to county ordinances; refers plans to other agencies for further review, as necessary; Confirms that a Zoning, Floodplain, Wildland Urban Interface (WUI) Area, Wetlands Area, and Rural Addressing review has been performed by the County Planning Department and/or appropriate county, state, or federal entity. Performs research on codes and ordinances as assigned to evaluate and recommend improvements to codes and ordinances; researches county departments, i.e., clerk, assessor, examining legal documents, property descriptions, warranty deeds, plats, maps, etc., as needed to make compliance decisions.

Conducts pre-project processes and may coordinate the preparation of various drafts of project documents and specifications.

Prepares, reviews, and maintains plans, permits and files on buildings proposed for or under construction, on all inspections and site visits , work notices, soil and concrete tests, etc.; researches particular problems and suggests solutions; follows up on written agreements between the county and building owners, developers, contractors, etc.

Checks for errors on blueprints; assists customers with, accepts, reviews and stores building permits; discusses and explains ordinances and codes to concerned home owners and contractors; assumes authority and responsibility for plan corrections as to conformance to county ordinance and adopted building codes. Operates personal computer and various software applications.

Inspection: Visits building sites or existing buildings to perform inspections including zoning, habitability, yard location, footing, foundation, frame, and heating to assure compliance to building and energy conservation codes and ordinances, as adopted by the County and State and for compliance with submitted plans and application information; documents unsafe structures; conducts inspections to ensure conformance with approved plans and methods and recommends to the Certified Building Official on the issuance of permits or certificates of occupancy.

Interprets regulations and codes to builder and property owners to assist them in altering construction plans to meet established standards.

May be required to investigate alleged code violations for compliance with county ordinances and adopted building codes; visits property sites to determine and document whether a violation exists; informs the building owner, agent and contractor of violations of county ordinances, or adopted building codes; serves correction notices, stop work orders and notices of violation (NOV’s), as needed; works closely with the county attorney in ensuring compliance with the law and observance of applicable ordinances and safety regulations; prepares certification of the inspection; follows through on abatement of violations; examines buildings upon request by the Taos County Fire Chief,  Emergency Management, law enforcement, the County Manager, the Planning Director, and Certified Building Official  to determine structural safety and habitability for occupancy or reuse.

Researches applicable codes and communicates information to the public as the occasion arises; reviews and studies codes and ordinances to stay abreast of changes.

Verifies or researches information presented by or required by applicants through other federal, state and local public and private agencies.

Perform various customer service functions for builders and the general public in person or by phone. Provides, explains and assists the public in the completion of applications for building permits, zoning clearances, addressing and other building and planning functions as required.  Also accepts and reviews submitted building permit and zoning clearance applications including performing zoning clearance site inspections for determination of compliance with performance standards, i.e. setbacks, lot coverage etc.

Assists in maintaining an electronic database of all building permits

Performs related duties as required.

WORK ENVIRONMENT

Work environment:

Normal office conditions exist, and the noise level in the work environment can vary from low to moderate.  This position also requires outdoor work with exposure to all weather conditions and possibility of personal risk where safety equipment, i.e. shoes, glasses, hardhat, gloves, etc. will be required while out on field.  Tasks require a variety of physical activities not generally involving muscular strain.  Physical demands may occur in activities related to walking, standing, stooping, sitting, reaching, etc. Talking, hearing and seeing required in the daily performance of job duties.  May be required to stand for long periods of time.  The employee may regularly lift and/or move up to 25 pounds and occasionally lift and/or move up to 50 pounds or more.  Specific vision abilities include close vision, color vision and ability to adjust focus.  Mental application utilizes memory for details, emotional stability and discriminating thinking and creative problem solving there are a number of deadlines associated with this position.  The employee must also be able to multi-task and interact with a wide variety of people on various and various and complicated issues.   Regular travel required in the performance of daily duties.
